Despite 3 points, Ukraine is in the last position because all 4 Group E teams have 4 points. Ukraine can't have a draw because they have a negative goal difference and that won't help them. There's a chance that they can qualify with a draw but that would depend on what is happening in the second group game. Ukraine struggles on offense as they have the 9th-lowest generated xG (2.25) but they have the 8th-best xGA (2.07).

Belgium somehow lost to Slovakia in the first game and they beat Romania in the 2nd. Belgium is a very talented team on offense but so far Romelu Lukaku hasn't scored a single goal despite many goal-scoring chances. He has generated an xG of 1.25 this tournament with 5 shots on target, and that is the 7th-best rating in this tournament. Belgium has generated the 9th-best xG in the tournament (3.46) and they have the 4th-lowest xGA (1.80).

This is a crucial game for both teams but I'm going with Belgium. Ukraine has conceded in both games but Belgium is the best team they are going to play against. Romelu Lukaku will be eager to score, and the Ukrainians haven't been the best on defense. Not qualifying for the TOP 16 would be a disaster for Belgium and their loss to Slovakia was more an unlucky incident.
