"We played very well the other day and were disappointed to lose. We want to win the game against Luxembourg and we will try everything we can."

I think the point is right here. Everything includes playing an ugly game. Kenny knows that Luxembourg will stay back and he will be more than happy for a 1-0 victory, but he must also be careful because Luxembourg would wish for 1-0 for themselves.

And Republic of Ireland are not a traditionally strong-in-attack team.
